When you buy the charger yourself — from a web shop or a distributor — what remains is the installation: a dedicated circuit from the distribution board, protection, connection, power setting and testing of the installation. You can also find an electrician outside this list; what matters is that the job ends with a test certificate. If there is no electrician from the list in your city, also ask companies that install chargers — some state that they install devices of all brands.
